Sending messages?

Yes. If you are on wifi, turn your wifi off.

I use the stock Samsung text app and am able to send and receive texts on Wi-Fi and mobile data

Same here--I use Samsung Messages and it works fine--both single texts and mass texts. Also gifs and images can be sent and received.

Update Samsung Members app to latest version from the Galaxy store and send us an error report immediately after experiencing the issue from the Samsung Members app -> Beta Feedback -> Error Reports to help us debug the issue.

I also had issues with the downloading of pictures using Google Messages.
