Strange wallpaper/background issue

When I unlock my phone, my background wallpaper looks normal. After 3 seconds the background turns completely gray. If I go into an app and then back to the home screen the wallpaper is there, but it is like the transparency is set to wash out the image. Anyone else seeing anything like this? Cleared cache after updating.

In the quick settings there is a color adjustment button that might be the culprit

Got it, ran the app repair from the recovery menu.
