Watch 4 users check for updates. I have a bluetooth model and just got the final release. LTE may still have to wait of course, but check anyway. The version is HWH3.

Yes. Got it on my 2 watch4 (one beta, one non-beta) and watch4 Classic (non-beta) watches.
