I randomly got a Notification it said Google Play updated, restart now or RESTART LATER . IM LIKE HOW I didnt even look for a Update or anything,

Same here, man. I randomly had a notification to update Google Play Services. I updated it and I read it's to keep apps and apps in Google play up to date.

my google play doesn't let me download apps. it says it's downloading but either never begins, or it stalls for a long time when it's almost finished downloading.
