It will change the background of the conversation. Google Messages does not have themes that are applicable to the entire app. You can only change the color of individual chats and only if they are RCS - SMS chats retain the color of your phone's palette. If you think that's something they should include, you should be directing your inquiry to Google. Google is the developer of Google Messages, not Samsung.
