"Swipe down for Notification panel" feature

why can't I disable "Swipe down for Notification panel" feature?

the option is unavailable and I have no interest in ever using the notification panel

Because the notification is a built in feature that has many uses from notifications to quick toggles and sometimes to power off the device.  So it can’t be disabled

If you don't want to use it, just don't swipe down. How are you going to read your notifications?  Are you also going to tell us that you don't use any of the quick panel controls?

Of course I use the panel controls, but they used to be combined with the notifications. I don't want them to be separated into these panels

You can put them back together.  Pull down the panel, tap the pencil, tap the panel and then choose "together"

And you can combine them together 

Quick Notification settings

1. Swipe down from the top right of the screen.
2. Click the Pencil icon in upper right.
3. Click the Panel settings in upper left
4. Change the setting from Separate to Together.
