Galaxy Buds not Connecting to Wearable app

The buds connect via bluetooth to my phone (Note10+, Android 10), sound -OK, play/pause -OK,  but wearable app dont recognize the buds (to program gestures, etc.). Tried to remove the buds and add them again, but nothing.

Can't reset buds because I can't connect buds to the Wearable app to reset, But I removed the buds and repeated the addition process

(Select buds, install, select notifications, confirm, etc.), but the problem persists. The same thing happens when connecting to another phone (Samsung S10+). Please help!

exactly the same issue.
Is this a hardware problem or software?

I use Galaxy S10 with Android 10
