Try resetting the buds via Galaxy Wearable app.  If didn't help, contact Samsung Tech support:

I tried all the options for troubleshooting but have been unable to get the right one working correctly.

Samsung galaxy buds right earbud low volume issue

I used my samsung galaxy buds for several months but then the sound volume of the R bud started to decrease gradually and became severely lower than the left . I tried several solutions but they don't work.

Galaxy Buds right earbud quiet

This issue started last week on my way to the gym. The left ear is nice and loud but the right ear is very quiet. The day before it was fine. Every time I use them, I clean them after as instructed. I've read other forums about this issue but none of them seem to work. Is there a way to get a replacement?
