Whats the best solution on a earbud that has water inside still works but sounds very low...

Try blowing it out with a can of compressed air to get the bulk of the moisture out. Don't hold the nozzle directly against the mesh but a few inches away, you don't want to damage the components with a direct burst of air. Then put it in some silica dissecant or rice as its probably more convenient. Mesh down so bits of rice don't get in. I'd leave it for 12 hrs or so.
