Bixby Dictate has issues since update

Google opens instead of Bixby dicate. If I push it a second time then Bixby dicate opens.

Update, restarted my phone and updated bixby, now dictation doesn't open at all.

Fold 4 - Bixby dictate worked fine before update - after it does not.  Tried resetting Bixby, and reset phone cache/repair apps - made no difference.  All other Bixby functions work.  When I ask Bixby to "enable dictation" it takes me to the offline voice packs which I already have downloaded.
