Does anyone know of a way to force Google to address this Trust issue it is acting like a Monopoly on this matter. I have contacted support without Google contending that a problem even exist, how quaint! And evil!
I had this problem after lots of fiddling I dicovered I was using the Google Play Services Beta (which I had forgotten I had signed up to to enable RCS). I opted out of that and it started working.
Step 1: I opted out of all Beta programs through the Google play app store settings.
Step 2: I cleared the storage and cash for the Google app, then I chose uninstall updates for the Google app.
