What is the best way to use multiple phones on the same line without having to swap SIMs and restore backups each time you want to switch? Samsung's phones are betting better and better, and sometimes it's hard to choose just one.

Galaxy FoldIt's not something that Samsung controls. The reason for the SIM is in order for your carrier to confirm that the SIM is paid for and then allow access.

Galaxy FoldYou guys are the innovators and I am sure that you can do it.
The benefit is that we buy more Samsung devices and we easily switch between them based on the circumstances or the event.
If I'm going to a fancy event then my Galaxy Z Fold2 is ready to go when I pick it up off of the charging dock and log in. But if I'm going to the beach I just pick up my Galaxy Note 20 Ultra and log in and I am ready to go. No switching SIM cards and risking breaking the little SIM tray. I just grab log in and go.
