This is driving me nuts!
My phone volume won't stay off

I turn it off, and a call comes-in and it rings again!
I'm in a meeting, trying to sleep, whatever, it doesn't matter - the phone will ring

Same goes for the vibration control!
There is no silent mode anywhere

The phone does whatever it wants!

"Verify audio settings are configured correctly
There may be times that an app or service may modify sound settings without your knowledge. To check, you go under Settings > Sound and vibration and enable all relevant options for you.

S10 no sound issue fix #6: Reset app preferences
Some apps need other apps or default services in order to work. To ensure that all the right default apps and services are up and running, you want to try to reset app preferences and see what happens. Here’s how that’s done:

Open Settings app.
Tap Apps.
Tap on More settings at the upper right (three-dot icon).
Select Reset app preferences.
Restart your S10 and check for the problem.
S10 no sound issue fix #7: Reset all settings
Another good troubleshooting step that you can do in this situation is to return software settings to their defaults. Unlike factory reset, this won’t delete your personal data so you can do it safely. Here’s how to do that:

Open Settings app.
Tap General management.
Tap Reset.
Tap Reset settings.
Tap Reset settings to confirm.
S10 no sound issue fix #8: Install updates
Some bugs are only fixable with software patches or updates. To lessen the chances of bugs from developing, or to fix known ones, make sure that the software and all apps are up-to-date. You can do that by always allowing updates to be downloaded and installed all the time. By default, your S10 should already be set to do these but in case you change this setting, let this be a reminder.

In case you also install apps outside the Play Store, make sure that you update them to minimize the chances of bugs due to incompatibility.

S10 no sound issue fix #9: Check for rogue app
In some other similar cases, the cause may be a bad app. To check if that’s the case, restart the device to safe mode and see what happens. Here’s how:

Press and hold the Power button until the Power off window appears then release.
Touch and hold Power off until the Safe mode prompt appears then release.
To confirm, tap Safe mode.
The process may take up to 30 seconds to complete.
Upon reboot, “Safe mode” appears in the lower-left of the home screen.
Remember that third-party applications are disabled in this mode so what you can use are pre-installed apps. If the bug won’t appear on safe mode, that means that the problem is due to a bad app. Uninstall the app you recently installed and see if that will fix it. If the problem remains, use the process of elimination to identify the rogue app. Here’s how:

Boot to safe mode.
Check for the problem.
Once you’ve confirmed that a third party app is to blame, you can start uninstalling apps individually. We suggest that you begin with the most recent ones you added.
After you uninstall an app, restart the phone to normal mode and check for the problem.
If your S10 is still problematic, repeat steps 1-4.
S10 no sound issue fix #10: Factory reset
To see if the problem is caused by a glitch, consider wiping the device via factory reset. This troubleshooting step will wipe your personal data so be sure to back them up ahead of time. After doing your backup, follow these steps to begin factory reset:

Method 1: How to hard reset on Samsung Galaxy S10 via Settings Menu

Create a backup of your personal data and remove your Google account.
Open Settings app.
Scroll to and tap General management.
Tap Reset.
Select Factory data reset from the given options.
Read the information then tap Reset to continue.
Tap Delete All to confirm action."

I believe I have found the culprit - 'Calls Blacklist PRO - Call Blocker'

Everything returned to normal after removing this app.
Though oddly enough, I reinstalled it, and cannot seem to replicate the issue

Will keep a close eye on this and see if I can figure out exactly what setting or events have caused this to happen

Let me know if any of these work. Whether Samsung care or insurance with phone provider intact remember to check if you device is due for update or if on the list of phone geared for this and next seasons roll out of updates 🙂

You can also set max volume limits from sound options. By default should already have a limit if never was customized before hand

Hi, and thanks for the recommendations.
With that said, it would appear that the culprit was an app called 'Calls Blacklist PRO'

Of which I removed and everything appeared to return to normal.
Will continue to keep a close eye on this and see if I can pinpoint the events or settings that may have caused this to happen, then report to the developer for correction
