One ui 3.0 the quick access buttons above whatever audio app is playing acts as one 'block' so it stops from seeing the notification on the bottom.
My finger is still holding the panel up in picture 1, then it drops down when I let go in picture 2. It only happens when there are exactly 4 big notifications like YouTube.
