Sim toggles airplane mode

When I install a sim airplane mode turns on but it only lights up halfway any advise?

The phone is not really in airplane mode. It's lit halfway to inform you it's searching for service. And you are not able to make or receive calls during the search.

My phone does the same thing. When I start messing with the network switching to 3G or 5G

This happened to me on the S9. In the most recent June 2021 update, my phone got stuck in half-enabled airplane mode, no network connection. I could connect to wifi. I brought my phone to UBreakIFix, they couldn't fix it either. I contacted Samsung support service and sent my phone into the national service center in Texas. I'm currently waiting for a response.
