Can I start system updates using Network Data instead of over WiFi, if how? I have a Galaxy Note 10.

Nose you can't you have to get conectado to wifi now these last update you can this last one was on 05month/14day/20years
I have samsung note 10+

Try typing *#8736364# on your dialer for the OTA Update Menu. Click on "Transport Mode" and select the "OTA or Wi-Fi" option.
