The webm codec is a fairly new development from Google. You can play these videos in several players, but it appears that support for the mobile browsers is slow to be developed. You can try some different browsers from the Play Store, like Chrome or Opera to see if they have the updated codec yet, but we are waiting on the developers to provide this support.
@Ima bird akwaa; Is this a third-party application? I recommend running the phone in Safe Mode to see if you still experience this issue. If this is a third-party app it will not function in Safe Mode.
