Are you using a specific app when you are experiencing these symptoms?
-If yes, I would recommend force stopping and clearing the cache and data for the app.
I would also recommend trying it on data and Wi-Fi. Have you tried resetting the network settings? Just a heads up, by resetting the network settings, it will remove all wi-fi and Bluetooth settings you currently have saved.
