Samsung has integrated Google's Duo into the Phone and Contact apps to support video calling across carriers and platforms.

Other than that, some carriers support their own Video calling and that icon will show up in the Phone app if it is enabled. This typically only works between users on the same carrier.

I'm on Verizon. we have video calling built into our caller ID screen. Works like duo but it's not needed. must be a carrier thing
