After update cannot cut Wi-Fi searching off nor Mobile Hotspot

I got a latest update to my phone & now I cannot cut off the wifi. I cut it off & it cuts right back on. It has drained my battery looking for wifi that is not there nor do I want to connect to the ones that are. And it cuts my hot spot on too. I do not want it on either!  I've went thru settings and the one I need to stop it is lighter color and will not let me change it. So many people trying to hack into personal info these days and my phone us now going to connect and let them do it and I can not stop them!  Why would you take that option off? If you want to update something, stop these spam callers from spoofing our phone numbers and stop them from calling us all day from every random number they can!  Put the option back to keep wifi off.

Hello there! I can understand your frustration with being unable to turn off your Wi-Fi and Hotspot on your phone after an update, and can understand wanting them off to reduce battery drain. If your phone or tablet is misbehaving, it's possible that a third-party app is causing the issue. To figure out what app is acting funny, you can use the Safe mode feature. In Safe mode, your device won't run any third-party apps. This allows you to easily identify and remove the app that may be causing the problem. If it behaves the same way in Safe Mode, that means it is not likely a third-party application. In that case, you may want to try a factory reset of the device.
