Yeah, im not a fan of all this microsoft collab either, especially if your pc is mac or linux. Anyways, what does the microsoft account page look like exactly? If you close the app (remove it from recent apps) and reopen, the same occurs?
If you haven't already tried this open system settings, apps and scroll down to the Samsung Notes App. Tap the gear icon to enter the notes app settings menu. At the top of the page you should see the options for syncing the notes to the Samsung account and the Microsoft account. Check for a setting to turn off syncing notes to the Microsoft account and make sure that it is syncing to the Samsung account.
