Available Wi-Fi networks not refreshing

For several months now I have had an issue where my list of available Wi-Fi networks will not refresh. Thus, my phone won't auto connect to previously used networks which runs up my data usage if I forget to check. When I get to a location with different Wi-Fi network, I go to my avaliable networks and it still shows all the networks from the previous location. I have to turn the Wi-Fi off, then back on to refresh the available networks, at which point it will auto connect to a previously used network. I can be within range of a new network for over ten minutes without it auto connecting. It will never refresh and auto connect unless I manually refresh the list or toggle Wi-Fi on and off. Please spare me the check your router because this happens everywhere with all routers, not just my home router. Can anyone help? I'd hate to have to buy a new phone right when I'm eligible for an upgrade.

which model do you have? have you tried it in safe mode?

I have the S10 and I have not tried safe mode but I have tried resetting network settings.
