I keep loving the camera app improvements more and more but it doesn't have the option to disable optical image stabilizing which when taking videos causes more harm than good. It really isn't a good thing to be changing the relative position of the sensor and lens while creating a viseo unless the hardware is capable of correcting the warping and such. Regardless what we just need is a way to toggle it on and off.

Sorry, you can't. It's a hardware feature, and even when the phone is completely powered and torn apart, the camera still moves, so you can't turn it off. You can turning off the Video Stabilization (EIS) feature in the settings.
