I had what I would call a problem that, in order to answer a call, I had to SWIPE the answer button up as opposed to press it.  Try that and see if that helps.

The problem is the dimiss button is right above the fingerprint sensor and they seem to be in conflict.

I just tried it twice and it seems there may have been a system update. The alarm went to the top of the page and now allows me to snooze or dismiss without a problem.

Here is an update to my problem(s). 

Now the phone will not answer a call ever. And it will not dismiss an alarm if the phone is in the lock screen position although it will allow the snooze button to operate. If it is not in a lock-screen condition, a bubble will come up and allow the alarm to be dismissed.

I turned off the fingerprint sensor and both problems continue to happen.

This doesn't work for me. I tried swiping the dismiss button but it doesn't work! SAMSUNG FIX THIS!!

I have the same problem. Unless I unlock the screen rhe alarm cannot be dismissed. This almost makes the alarm useless. Fumbling around while the alarm just went off in the morning g while it's still going off then not being able to stop it is bad. Then if I just hit snooze to stop the dang alarm I forget and then it's going off again while I'm in the shower. All these flakey android apps are really maki g me second guess leaving apple. Maybe they cost more for a reason.
