First few seconds of timer tone very quiet

Wife just got a new phone.

When I use the Timer. The first 3 seconds of the notification tone is nearly muted, after that it is at normal volume.

Can someone give me some clues on what setting effects this.

My phone no issue.

Both Galaxy, same carrier, etc. not sure why that would matter...
