If your carrier allows downloads over mobile data, go to Settings< Software Update<Turn off Auto Download over Wi-Fi. If the feature is not available, you will need to contact your service provider for additional assistance.

Hello!

I can recommend following these steps to set to use mobile data when wifi not connected.

  1. Go to Settings >>
  2. Search for "Wifi" in the settings search bar >> tap on wifi
  3. Tap on advanced settings then toggle on  "Switch to mobile data automatically" (use mobile data when wi-fi has no internet access.)
  4. Enable this option.
  5. Once enabled, swipe down from the top of the phone and turn off wifi and download the update.

Let me know if this helped!

Updates will not work unless on wifi. The settings described in this post on my Samsung note 9 for ST on Verizon network is not there. I cannot get internet or wifi at my home for 3 yrs now. Water tower is blocking any home internet signal we could get. At&t says their allotted ethernet is full.  I got the Samsung Note 9 because the iPhone had the same issues about not backing up unless connected to wifi, although supposedly they fixed that where you could. I do not see what difference it makes connecting to wifi over UNLIMITED data plans these days.  And for me I can only connect to wifi when my bf is home. I connect to his bad quality mobile hotspot.

This doesn't work.  I don't have home wifi as I'm in rental accomodation and use an unlimited plan.

I have previously been able to update using mobile data I'm sure. How can I do it now?

Your fix does not work.... all that does is make sure you dont have automatic updates. Maybe you should test your own fix before you send  to people... cant believe how many people shovel BS today without testing a fix.. curretly there is no way to download updates on a Samsung on moble data.. weird i was doing that all day long using my Google pixel phone... wondering why i switched to Samsung note 20.. what a joke!!!

I actually had the opposite problem last night. My phone downloaded the latest update using mobile data (1.1 GB) it never asked or notified me at all. It downloaded the update and now says ready to install. It also has a notification for excessive mobile data usage from Software Update which is obvious. It did ask to wait for Wifi as displayed, but clearly that did not work and I have no setting to control it that I can find. I currently have One UI 2.1 and I believe the update is 2.5.

Same problem, live in the country, unlimited mobile data, no access to wifi. What is wrong with these developers that they don't think of this basic stuff? Now I'm being harassed about an update my stupid "smart" phone won't download. What a cluster! FIX IT!!!
