Recently I lost my Galaxy S7 in Saigon. I've been using the Find my Mobile sites from both Samsung and Google, but I haven't seen any activity in the past week, most likely because the phone's battery died.

I was wondering if there is a possibility my phone has been turned back on already without either of these services knowing, because whoever found my phone could have hacked and changed the IMEI before it could send out its location after being charged. It has decent security, but I cannot remotely lock the phone unless either Samsung or Google detect it on the network first.

I also want to know if the phone could be factory reset without turning it on, or if it needs verification first.

No it can't be reset without power and yes it does need verification.
