One swipe to change brightness level

Whenever I want to turn my brightness level up or down have to swipe the notification 2 times. But when I saw that my dad swiping the notification 1 time, he had his brightness level. How do I fix it to where I want to put the brightness level with just 1 swipe for my notification?

Pull down the notification panel and Tap the down chevron and set the brightness slide bar to show control on top?
