I changed my phone to safe mode and cleared the security certificates on my phone to start fresh, I really can't factory reset my phone as i can't afford to lose absolutely everything. I have gone in to change the security for the lockscreen but it never actually changes, it just says that the back up password has been saved.

Unfortunately, the next step in troubleshooting would be to do a complete backup and factory reset of the phone to remove any corrupt data. This would also need to be done before the phone would be evaluated by a certified technician, which would be the final step.
