Can someone know how to unblock a s8+ network so I can use it for any carrier

You will need to pay the phone off completely then have the carrier it's locked to unlock it

Agreed with jabao. Most carriers also require you have been with that company for a certain timeframe before they will unlock it as well

If you bought your phone directly from a carrier, contact them to request an unlock. Be sure you have met all the requirements.
The USA SIM card support page (https://www.samsung.com/us/support/answer/ANS00079039/) does not mention about using SIM cards from other countries. However, due to the limited number of CSCs in the firmware, unlocked devices sold in Korea, USA, Canada, and Japan will only work with SIM cards where the phone was purchased from, even after a SIM unlock.
(To fix this problem, unlocked devices sold in the US should NOT end in U1, just in 1 for eSIM and 2 for dual physical SIMs (Duos) (i.e., SM-S9081, SM-S9082 (Duos), etc.). Doing this will allow users to use SIM cards from other regions, one of them being those four countries above.)
