Switching Sensor icon ON causes camera failure and screen rotation failure

Main screen swipe down has "Switching Sensor" icon first (upper left).  When this is ON, the camera does not work with a "Security policy prevents use of camera" message.  Also, the Screen Rotation function stops working.

When I toggle the "Switching Sensor" icon OFF, everything appears to work again.

What is the purpose of this new Icon (activated when Developer Mode was turned on?

The purpose for that button is to do exactly that. The switch is working perfectly 🙂
Its for devs so they can test to see if their app crashes when the sensors aren't available. It's commonly used by people who don't want apps accessing their phone's camera, mic, or gyroscopic sensors.
