VoLTE Setting resets itself

I was having trouble with calls not ringing on the phone and going straight to VM and not getting texts. 

I took it to the shop and they said it was the VoLTE  setting and it had to be off.

He turned it off and I thought that was it.

But today I was not getting calls again and I checked the setting, it had turned itself back on.

I think it happened when doing a restart.

Does anyone else have this issue??

I have been having the same issue for weeks and spent hours on the phone with several representatives. None of them resolved the problem. I'm highly considering changing carriers.
