Galaxy S Phones@CurtisCS Try booting into safe mode. If Dex works properly while booted in safe mode, then the issue is caused by a conflict with a 3rd party app.

Galaxy S PhonesFrom your reply, if your system UI can't even find the correct folder in the root /data/data/apps which is reserved for apps that are system level only or the apps that cannot be manually deleted, you somehow managed to download something that had elevated permissions and either altered, moved or deleted all together the folder in which Dex resides.
Unless you have root access with an international model, or you are well versed in ADB, you are not going to restore the feature back without a factory reset or Odin flash, since we only get locked bootloaders in the US.
