What does the light bulb icon mean when it pops up on S10+?

Does anyone know what the light bulb icon means when it pops up on a Samsung 10 plus

does it pop up and then disappear? Could be Google Keep

yes, but I'm also reading it can be a messaging hidden app but can't find it

Is it the Tips icon?

If you recently installed an OS update it could be offering you tips and hints on the new features.

it comes out white and try to click on it but nothing comes up

Yeah it would be white. This is on the left side correct? If so, when you pull down the notification panel do you see a notification for it? Click on that, not the icon in the status bar.
