"mobile data only" setting missing from phone

I am in a strange situation where i need to plug an ethernet cable to my phone to share data between my phone and my car, but need to keep the data on my phone on (at least in two particular apps). The instructions for the app tell me to go to connections > data usage > mobile data only apps. But my particular phone (S10+ on ATT) is missing the "mobile data only apps" section. Googling the issue has brought up videos of s10s that did have the setting yet mine does not. Anyone have any idea what i can do?

AT&T may have disabled that option. they've been known to do weird things like that

you might have to change the setting in the app itself

if this does not work try changing settings directly in Google play store or samsungs galaxy app store
