The update I received yesterday (4/12/19) on my unlocked S10+ appears to have fixed this issue!
I concur! The March update fixes the Caller ID and Spm Protection from turning off after rebooting the phone!
Have you cleared the app cache?
Today, I cleared the cache and data, disabled, enabled the blocked number list, cleared out all of my blocked numbers and recent call list. Restarted my phone. Upon restart, I receved a notification of a blocked call from two weeks ago and the switch for ID/Sm protection turned itself off. I did the same sequence of events multiple times with the exact same result. The same notification of the same blocked number shows up and the switch is turned off every single time. I can not find that blocked number anywhere on my phone
