Do not Disturb not working

My Do not Disturbed suddently stopped working.  I got a call and a WhatsApp call in the middle of the night that woke me up.  I even tested this myself by manually turning on Do not Disturb and trying calling myself. Sure enough , the phone started ringing with sound.  And I do not have any exceptions besides Alarms enabled.

Anyone answer or did you figure it out?  My stopped after I wiped my phone.  Thinking I may need to do it again.

Do you know if Do not Disturb functions normally while your phone is in safe mode?

It seems like the do not disturb schedule does not work.  It is almost like it doesn't recognize daylight savings time,  or is in the wrong timezone.  So it always arms and disarms the dnd incorrectly.
