Galaxy s10e setting phone to vibrate silences notifications

When I hold the volume rocker down to vibrate, or I choose "vibrate" from the Sound settings, my Galaxy s10e silences notifications (see attached). My old S8 (and every other phone I've owned) would match the notifications to the phone, i.e., when the phone was set to ring so was notifications. Screenshot_20190707-114938_Settings.jpg

Wiping the cache partition did not resolve this issue on my Galaxy s10e.  Sometimes I would like to put my ringtone on vibrate or silence WITHOUT SILENCING NOTIFICATIONS.  In other words, I wish there was a way to put notifications on vibrate only and silence all other sounds.  On this phone, notifications are either on or off.  The volume slider for notifications can only change the volume.  It does not turn vibration on or off.  Since putting my rington on vibrate silences all notifications, I must put my ringtone and notifications on the lowest possible volume, and I must change the notification settings on individual apps to vibrate.

Go to settings, sounds and vibration, vibration intensity. Make sure the slider for notifications is turned up.
