Message when you change a setting

I get a message/notification  that displays near the bottom of the screen when I change a setting.  I think I changed the length of time it is displayed, thinking it was for something else, now I can not find where to change it back.

On my S9 it's in system settings  accessibility, advanced settings, titled Time To Take Action.
