Have the same issue. I have a  Samsung S9+ and my wife has the Note 9. I called support for ring and everything looks good on their end.

FYI. I recenlty worked through technical team at Ring.

 

To start.:

  1. Turn off "Event History Timeline"  under "New Features".

 

If that doesn't work,

  1. Uninstall Ring App
  2. Reboot Phone
  3. Reinstall Ring
  4. Ensure "Event History Timeline"  under "New Features" is "OFF"

I changed the settings on the Dolby Atmos and it appears to have corrected the problem. It seams to work best either with Dolby Atmos turned off or with it on and set to voice.

I called customer support for a ring doorbell and he gave me a solution that actually worked! You need to go into  The settings from your Dashboard.  Get to the menu by clicking on the 3 lines at the left of your screen at the top. From the menu, select "New Features".  The feature that you will see is call event history time line. Make sure to disable this feature and hit the save button at the top right of your screen. With this feature disabled, the volume will work!

Turning off the "event time-line" feature fixes the problem, however now we are without the useful "event time-line" feature.

It's amazing how many people I helped out. I reported that bug to ring tech specialists. Now I see they telling everyone to turn off event timeline history. I'm surprised they didn't fix it by now. I reported that issue 4 months ago

Update:

The "event time-line off" fix didn't fix my doorbell 2 volume. I get loud static, more than before.

I'm so glad I found this.  I thought I was going crazy. I called Ring and went through multiple trouble shooting steps and was about to have them replace the Door Bell Pro that was 1 day old, but I said, "let me try my wife's S10."

 

So the my wife's S10 was so loud that I had to hold the phone away from my mouth to avoid audio feedback on the speaker.

 

My with my S10+, I have to press the phone to my lips and yell to get a remotely normal sound.

 

So clearly it's an S10+ issue.

 

Hopefully,  Samsung and Ring have fix coming. I have a few days left on my return window, I may just swap the phone out and try another S10+. I'm sure Samsung likes getting replacements back for software glitches.
