If you recently installed an OS update it could be offering you tips and hints on the new features.

yes, but I'm also reading it can be a messaging hidden app but can't find it

it comes out white and try to click on it but nothing comes up

Yeah it would be white. This is on the left side correct? If so, when you pull down the notification panel do you see a notification for it? Click on that, not the icon in the status bar.
