everytime I go past the hall in my family room is when this thing goes off. it's where both my wifi and mobile signal are the weakest. So I'm getting dinged at over 5 times a day with this notification.

this feature is totally broken cause I set it to wifi and it moves it back to mobile. #whysamsungwhy

so it didn't get fixed in November's update.😡😭

so I sent a second message to Samsung and they put it down to feedback instead of troubleshooting. 😔😑

so the above solution is just a bandaid to something very broken and unneeded. Hopefully in the next update they allow us to turn off the notification for this all together.
