After moving to another city texts are considerably slower or dont get sent at all and voice coverage has completely declined. Is there anything I should do in the phone setting after a move?
This has nothing to do with Samsung, rather, your cellular service. Contact your carrier for more help. Not all carriers work properly in all locations. E.g. I get spectacular service in NYC on T-mobile but when in NC, the service is dog water as AT&T reigns supreme in that region.
