Phone tracking my location with all location services off

As stated in the title, I noticed the GPS icon has been constantly on the last couple days. I couldn't figure out what app was using it so I turned off GPS and all location services, and the icon remained. Anyone know why my phone is doing this? Screenshots attached. Thank you.

well... it's not just google that's tracking your location. Have you checked the "App Permission" tab to see which apps have permission to your location tracking? If you haven't check those and see if any apps are still permitted.

It could be something do do with your service provider tracking the device for whatever reason

If you have a cell on you then you are being tracked. The only way to not be is to leave the phone at home.

Hey sorry for the slow response. The forum wouldn't load on my phone, so I had to wait until I was back at home with my computer. It seems to be a UI error. The GPS tag still stayed even when I turned flight mode on, but after restarting it went away. Thanks for the advice everyone.
