Scan document option is randomly appearing

Hi, I have a requirement to scan documents. 

When I tried to scan documents using the camera app it is showing the "tap to scan" option for some documents and not showing the scan option for some documents. 

Instead of an automatic popup, is it possible to add this as an option where users select this option to scan the documents?

You might want to try an app that is specifically dedicated to scanning like the one from Adobe.
