Sudden # "60" displaying on screen?

Galaxy S20
Was on my way to the store and the phone was fine, nothing was there. Got to the store and held my phone in my hand the whole time and only when I got to the register I went to unlock it and this was displaying on the lock screen. It stays there after unlocked and displays over every application and restarting the phone does nothing.
Does anyone know what this is and how to get rid of it?

Red "60" displays over everything upper left corner of the screen.

This is a setting in developer options that shows your screens refresh rate. Go to Settings > Developer Options > Show Refresh Rate.Screenshot_20211007-205821_Settings_14519.jpg

Theme launcher or something. My vote is the that bar is a a widget of some sort
