Do you have Android 11 ?. If yes then you should have gotten both together. If no, then I would contact your carrier, as updates are the responsibility of your service provider.
Only some Galaxy s20 series are getting the ui 3.1 update because for the phone thats locked to the carriers like AT&T, Verizon, T-Mobile need to go through optimization to make sure that their services are capable with the update.
