I'm trying to video call someone with my phone. I have a locked t-mobile s20 fe. It doesn't work and when they pickup it switches to a normal voice call. And if they have an iPhone do they need a samsung?

IPhone uses a proprietary software called FaceTime that is only available on Apple products. Google duo is available on Android and Apple for video calls (both users would need to download the app)

I know about FaceTime but there isn't a different carrier provided video call?

No apple doesn't support that feature. Here is an apple user who called and asked on there support page. And Verizon support on video calling said "Be using a Video Calling-enabled phone. Video Calling is not available on iPhone or Windows OS."
