I have been wondering if there is going to be a new update for the samsung phones for the quality of 4K,
will there be such thing as a 4K HD?

A software update cannot provide a boost in resolution, as this is solely related to hardware.

Not necessarily true. Software can be used to group pixals together to take an average sensor reading to produce a faster photo image, which is fine for still or portrait photography.
Allowing users to control this feature when taking a zoomed photo could result in better images with more detail.
I don't know if the next update will add to better camera controls, but it certainly a noticeable difference in the last update.

Yes, pixel binning is a thing lol. I believe this was in regards to the resolution of the actual screen though, not media/photos/videos.
