Wifi calling preferences keep changing

I keep missing calls and texts because the second my phone hits wifi it changes the preferences on wifi calling to cellular without notifying me. I do not get cell signal at my house. How do I keep the phone from automatically switching from wifi to cellular for wifi calling?
